Blending reverence for her heritage with a forward-thinking mindset, Seiko Kimura leads Kutchan’s future—where tradition meets tomorrow.
A proud lifelong resident of Kutchan Town, Seiko Kimura is as much a part of Niseko’s landscape as the mountains themselves. After 25 years managing a snowboarding school, Kimura’s deep understanding of the “yama” (mountain) and “machi” (town) inspired her to run for local council in 2015. Now in her third term as councilperson while also being managing director at KK Hoken Station, she’s all about bringing these two worlds closer together, ensuring the town’s future blends tradition with innovation.
Kimura has witnessed Niseko’s evolution from a seasonal ski stop to a buzzing year-round destination. With drone taxis and ropeways on her visionary wish list, she’s looking ahead to making Niseko even more accessible — while protecting its natural beauty and ensuring its vibrant local culture can be appreciated by international visitors.
Outside of council meetings and planning future transport innovations, Kimura immerses herself in the art of kimono dressing, an elegant nod to her commitment to preserving Japan’s heritage.
